I got an aquarium at goodwill with a stand and hood but how to clean it?

Its a ten gallon tank and im so happy i got it for 40 bucks. The light bulb is old and like cyllinder shaped but how do i remove it? There are vents above the light section of the hood and theres dust in the vents so how do i clean that? Oh and the tank kinda wobbles on the metal stand so can i put a rubber mat underneath the tank so it wont slip off? Are regent filters good? It came with a dusty one but i wanna use my tetra filter i already have for my existing betta tank. But that tank is not cycled because i only turn it on once in a while to get rid of debris, not chemicals. Should i cycle my new tank properly with the new regent filter or what?
